Regional Representatives

Regional Representatives are individual members who have volunteered to act as a representative for the ICCP in their country of residence.

Their role is to create awareness of the institute and its objectives and to encourage construction claims professionals to join our growing membership community.

As members, Regional Representatives are also well positioned to share their first hand experience of what it’s like to be a member of the ICCP. All current Regional Representatives are listed below, along with a short biography and contact details if you would like to get in touch.

Alpha is a qualified Civil Engineer with over fourteen (14) years of experience in Design, Supervision and Project Management of Infrastructure Projects from both a Consultant’s and Contractor’s perspective.

Alpha is trained and certified Construction Claims Expert and Construction Arbitrator and Mediator.

Alpha is Knowledgeable in the following areas: Quantity Surveyor, Contract and Claims Management, Dispute Avoidance and Resolution, Property Valuation, Civil Engineering procedures, approaches and operation.

Alpha is an alumnus of the University of Sierra Leone and the University of Liverpool. He is currently a candidate for International Construction Law and Contract from the University of Stuttgart (Germany) and Quantity Surveying from the University College Estate Management (United Kingdom).

Alpha is a member of various International Professional Bodies.

A Professional Engineer who has served as an Operation Director for an Engineering Firm and he is currently a Consultant for various Engineering and Construction Companies.

Eng. Byangire Paul Rusoke has been practicing construction in Uganda since 2006. He started out as a Project Engineer and later became a Contract Administrator and Project Manager. He has worked for the Uganda National Bureau of Standards, developing standards for the Civil Engineering industry and at Kampala Capital City Authority inspecting construction sites. He holds a Masters degree in Public Infrastructure Management and graduated from the Construction Claims Premium E-Course delivered by Claims Class class in 2018.

Mr. Cagdas Evren Bayrak LLM, BScEng, DipAdj, FCIArb, FICCP, MCIOB, CPCM, PMP, CCME is an accredited Adjudicator and an experienced contracts and claims professional who has held important roles in top Qatari employers such as PWA (Ashghal), Ooredoo and Qatari Diar, and has fingerprints on many claims-related contract provisions, policy and procedures adopted or set a precedent in the country. He successfully took the lead in resolving of some of the biggest construction claims in the region. He’s keen to support Qatar construction community in order to adopt best practices with regard to raising and defending of construction claims in particular, especially taking into cognizance the limited available ADR (Alternative Dispute Resolution) means within the top buyers’ contracts in Qatar.

Dr. Charles Kwarteng Asafo-Adjei is a civil engineer, a member of the Ghana Institution of Engineers, and has over twenty-five (25) years of experience in providing rural infrastructure and other civil engineering services. He is currently employed as the Deputy Director in charge of civil works of the General Services Department at Ghana Cocoa Board, a role taken since February 2015. At Ghana Cocoa Board, he harnesses rich experiences from the Ministry of Roads and Highways to provide technical advice to the legal team in mitigating risk emanating from litigation claims brought against the Ghana Cocoa Board, and further plays an advisory role to the Chief Executive as well as other top management regarding cocoa roads management in Ghana. His upholding of core values such as hard work, honesty, commitment, and selflessness precedes his career development, experience gained, and successes chalked.

I am a forensic schedule delay and quantum expert in the United States, and have analyzed construction claims in the United States, Canada, and the Middle East for over 35 years. Throughout my career, I have assisted an array of public and private entities at various stages of the project lifecycle, from claims preparation through expert testimony at deposition, trial, and arbitration. I am currently a vice president at Interface Consulting International, located in Houston, Texas. My experience spans heavy civil, light rail, commercial, infrastructure, power, and industrial projects, among others, including many large-scale, complex capital projects exceeding $1 billion USD in value.

Even after 35 years of practicing in this field, I am still learning new means, methods, and concepts from others, and the ICCP is an ideal forum to do so. Having worked on industrial and commercial construction projects in Canada, UAE, and Iran since 2008 in various sectors such as nuclear, oil and gas, renewables, and airport extension and upgrades, I have gained experience dealing with a wide range of contract administration practices, including claims. Some of my employers/clients are as follow: BC Hydro, Ontario Power Generation, Aecon-SNC Lavalin JV, Bouygues Batiment, Fluor, ES FOX, Tornado General Contracting, and Ehdas Engineering and Construction where I held various capacities such as contracts lead, project planning and control, quality oversight, and project manager.

After all these years, I realized that I need more formal training on the legal and commercial aspects of construction projects, with a concentration on upstream utility projects, which led to post-graduate studies in International Construction Management followed by LLM Degree in Oil and Gas.

I strongly believe construction professionals need some sort of training and continuous education on the contractual sides of projects, and that is where ICCP plays important role in providing such support, as the only dedicated institute to construction claims in the market. Any level of membership with ICCP provides membership benefits by helping individuals to improve their knowledge and develop skills as a construction claims specialist.

I was selected to represent ICCP in Canada and Iran to encourage and assist construction industry professionals enhance their skills and turn into more competent candidates for the construction claims market.

With over 40 years spent in the construction industry, 30 of which have been spent working with contractors and 10 years with consultants, mostly on-site, (building, civils, and EPC power projects) initially as a Quantity Surveyor then commercial manager, and, naturally, to the role of claims consultant, Graham Hooley is extremely proud to have been accepted as an affiliate member of FIDIC in Indonesia, as well as a member of Persatuan Insinyur Indonesia (“PII”) The Institution of Engineers Indonesia. He is also a FIDIC Certified Contract Manager (FIDIC CCM).

His claims experience encompasses the preparation and defence of claims for clients, main contractors, and sub-contractors, ranging from $50,000 to $150,000,000; he proactively seeks to educate all sides to reduce disputes and get accounts settled much quicker.

He prides himself on having settled all main and sub-contract accounts without the need for formal dispute resolution. This has been achieved by adopting a no-nonsense common sense but fair approach, treating all parties with respect, in the process gaining the trust of clients and contractors alike.

He very much values the ICCP ethos and what we offer to the construction industry and, without doubt, he is extremely proud to be an advocate and help spread the word in respect of the excellent work ethic of the ICCP, supporting them in their natural global progression, particularly in Indonesia where the kind of help and support ICCP offers is much needed. He does this and provides first-class support to the ICCP Steering Committee, helping them in their endeavours to grow the institute globally, which he believes is essential, because frankly, such a service is missing from many other professional bodies.

I have 35 years professional experience in the international construction industry, gained across the cross-functional fields of civil and special engineering, pipe jacking, road construction, concrete, industrial, turnkey, renovation, upgrading, alteration, and structural repairs projects as well as claims management and health and safety coordination.

I have been Managing Director of a Namibian based construction company since 2003 and in 2016, I established a consulting office offering solutions for construction economics and management needs.

I heard about the ICCP several years back and recently joined as a Fellow. I volunteered to act as a Regional Representative for the ICCP as I strongly believe that sufficient knowledge in construction claims management will reduce the number of disputes we currently and unfortunately have in the construction industry.

When I look back at all the disputes I have faced in my career, I have to admit that almost all of them could have been avoided if the parties to a project would have had a better and more professional understanding of how to manage construction claims. I therefore feel privileged to now have the opportunity to support all colleagues who are interested in increasing their knowledge and experience in construction claims management.

Eng. Jahfar M Ismail is a Chartered Civil Engineer, elected in 1988, an accomplished and performance driven professional with more than 40 years of experience in project management, infrastructure engineering, building construction, project finance management and contract administration. He has worked nearly 34 years in Oman, Dubai & Abu Dhabi predominantly in Government Departments in the capacity of Director of Infrastructure & Transportation with Tatweer, Dubai Holding in Dubai and ROW Consultant (Special Advisor) with Department of Transport (DOT) -Abu Dhabi.

Eng. Jahfar Ismail is an accredited Arbitrator and Adjudicator and holding Master Degree in Science (MSc) in Construction Law and Dispute Resolution and Master Degree in Commerce (MCom). He has also obtained a Diploma in Commercial Arbitration.

He is a Fellow Member of the Institution of Engineers, Sri Lanka, Fellow Member of the Institute Construction Claim Practitioners-UK and Fellow Member of the Association of Cost Engineers-UK. He has led several Government delegations on Official Missions to USA (New York, Los Angles, San Diego, Seattle, Washington), Canada (Vancouver, Victoria), UK (London), South Africa (Johannesburg, Pretoria, Cape Town), Australia (Melbourne, Sydney, Brisbane, Gold Coast), New Zealand (Auckland, Wellington) and Singapore.

He has authored several articles in Engineering journals, magazines and recipient of several international awards including Excellence Performance Award (highest accolade from Abu Dhabi Government),2012, Global Gold Award for BPM & Work- flow for both International and MEA Region from WfMC-USA (Chicago & Washington) and was nominated by Department of Transport, Abu Dhabi top management for the Best Employee Award category of Abu Dhabi Award for Excellence in Government Performance.

I thrive on finding solutions to problems, and I am confident that these qualities together with my commitment to the values of the ICCP will be an asset to the institute. I have 28 years experience in a wide range of international design and build projects in both technical and commercial roles. My background is of sound civil engineering knowledge in the design and construction of large-scale brown and greenfield projects. I have held positions in Africa, Europe, Middle and Far East at various management levels. Being a generalist, I specialized earlier in my career in turnkey construction projects of large-scale industrial facilities such as cement and power plants. Later I have been involved in infrastructure projects such as a Bus Rapid Transport System, Highways, and Highway Bridges. I became deeply involved in the projects’ contract and claim management, developed a sense for finding and the skills to generate claims, furthermore have been involved to develop claim strategies that significantly improved the financial results of projects.

I joined the ICCP as a fellow about a year ago to gain, share and exchange experience and knowledge with reputable contract and claims specialists in the field on a broad international level.

I volunteered to become a Regional Representative for the ICCP because I see that there is a demand to spread the understanding of worldwide well-established and recognized principles of construction claims for export-orientated countries like Germany and Austria. Therefore I would like to serve as an ambassador to produce and present construction claims on an internationally acknowledged standard. I believe ICCP is a unique and exclusive platform in the field of contract and claim management out there ascertaining a high professional standard of a growing community.

I am a contracts and claims specialist and am the Commercial Director of Milcris in Oman. I manage a range of specialist consultancy services related to contract administration, construction claims preparation, dispute resolution and project costs and dispute management advice for Milcris’ Clients.

Since 2014 I’ve actively focused my time and energy on activities relating to construction claims and contract administration and was inspired to seek membership with the ICCP. In addition to all the other membership benefits, the ICCP has helped me to improve my knowledge and develop my skills as a construction claim specialist.

I strongly believe that construction professionals in Oman should consider membership. Although a small market, Oman has a vibrant economy and a substantial level of construction activity. A decade ago, the construction claims market was rather dormant however in recent years, parties to construction contracts are more focused on protecting their rights. Moreover, COVID-19 and the subsequent oil price slump has greatly affected the economy. Project spending has tightened resulting in a more active construction claim sector.

I volunteered to represent the ICCP in Oman to encourage and assist construction industry professionals change from regular cost consultancy and quantity surveying roles to specialised claims roles, thus adding more professionals to the Omani construction claim market.

Mr Shaun Kumar has had 25 years of experience in the construction industry with various roles from a Contractor, Client and a Consultant. He has handled various developments and in particular infrastructure, hotels, resorts, golf courses, hospitals and airport developments as an Owner’s Rep / Project Director. His role has covered leadership roles right through from concept stages to handing over. Throughout his career he has developed a skill in dispute resolution and claims management.

I have been engaged on a wide variety of international construction projects operating in both public and private sectors representing the interests of consultants, contractors, employer’s and developers. My most recent experience has been gained in the Middle East and Serbia including engagement on some of the world’s largest and iconic construction projects.

In addition to professional qualifications I am an RICS APC Assessor, an overseas e-member of the Society of Construction Law and Community Vice President managing a portfolio of 36 residential apartments in South East Spain.

I joined the ICCP following initial introduction by Andy Hewitt (Founder and Executive Officer). I become acquainted with Andy at the FIDIC Middle East User’s Conference held in Abu Dhabi in 2017 and his passion, interest and enthusiasm for construction claims is inspiring.

The ICCP is a friendly, expanding and forward thinking institution built upon sound principles and solid foundations and quite frankly, a breath of fresh air. One of the institutions primary goals is to establish international professional standards for the management of claims to which I fully subscribe as this will improve, promote and advance the interests of the construction industry worldwide.

My latest project is located on the waterfront in Belgrade, Serbia which makes me in an ideal position to promote the institution and all its many benefits locally within Serbia and also internationally worldwide.
